WEF\u2019in 2023 K\u00fcresel Riskler Raporu\u2019na g\u00f6re iklim de\u011fi\u015fikli\u011fi, giderek daha fazla \u015fekilde g\u00f6\u00e7ler i\u00e7in itici bir fakt\u00f6r haline gelecek. \u0130klim de\u011fi\u015fikli\u011finin etkileri \u015fiddetlendik\u00e7e, y\u00fckselen deniz seviyeleri, a\u015f\u0131r\u0131 hava olaylar\u0131 ve kaynak k\u0131tl\u0131\u011f\u0131 gibi \u00e7evresel fakt\u00f6rler nedeniyle daha fazla insan yerinden edilecek. \u0130klim kaynakl\u0131 g\u00f6\u00e7lerle ilgili gelece\u011fe y\u00f6nelik yap\u0131lan tahminler, g\u00f6z ard\u0131 edilmemesi gereken bir \u00f6l\u00e7ekte. D\u00fcnya Bankas\u0131 taraf\u0131ndan yap\u0131lan bir ara\u015ft\u0131rmaya g\u00f6re, &nbsp;2050 y\u0131l\u0131na kadar 216 milyon insan\u0131n evlerini terk etmek zorunda kalabilece\u011fi d\u00fc\u015f\u00fcn\u00fcl\u00fcyor (Independent, 2021). Ancak, uluslararas\u0131 otoritelerin bu konuyu ele almak i\u00e7in yapt\u0131\u011f\u0131 eylemler yetersiz kalabiliyor. 2018 tarihli BM K\u00fcresel G\u00f6\u00e7 Antla\u015fmas\u0131, iklim de\u011fi\u015fikli\u011fi kaynakl\u0131 g\u00f6\u00e7\u00fcn varl\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izse de, bu durumu ya\u015fayanlara \u00f6zel bir koruma sa\u011flam\u0131yor (Sakellari, 2023).<\/p>\n\n\n\n<p>K\u00fcresel \u0131s\u0131nma art\u0131k uzak bir gelecek senaryosu de\u011fil; etkileri, \u00f6zellikle K\u00fcresel Kuzey d\u0131\u015f\u0131ndaki \u00fclkelerde g\u00fcnl\u00fck ya\u015fam\u0131 \u015fimdiden \u015fekillendiriyor. Seyahat etmeye g\u00fcc\u00fc yetenler i\u00e7in turizm ak\u0131\u015flar\u0131 kuzeye kay\u0131yor, ormanlar yan\u0131yor, ekosistemler \u00e7\u00f6k\u00fcyor ve mal kay\u0131plar\u0131 art\u0131yor. Medya giderek artan bir \u015fekilde, bir zamanlar 2050 y\u0131l\u0131ndan sonra beklenen etkilerin \u00e7ok daha erken geldi\u011finin alt\u0131n\u0131 \u00e7iziyor.<\/p>\n\n\n\n<p>Birle\u015fmi\u015f Milletler \u201ciklim g\u00f6\u00e7\u00fcn\u00fc\u201d resmi bir kategori olarak tan\u0131mamas\u0131na ra\u011fmen, bu terim genellikle kurakl\u0131k, sel ve a\u015f\u0131r\u0131 hava olaylar\u0131 gibi \u00e7evresel de\u011fi\u015fikliklerin tetikledi\u011fi hareketleri ifade ediyor. Nitekim BM kapsam\u0131nda iklim m\u00fcltecisine dair resmi bir yasal tan\u0131m bulunmuyor (Hiraide, 2023). Yasal bir tan\u0131m\u0131n veya iklim ve \u00e7evresel zorluklar nedeniyle yerinden edilen ki\u015filere y\u00f6nelik \u00f6zel korumalar\u0131n bulunmamas\u0131, \u00e7evresel felaket riski alt\u0131ndaki insanlar\u0131n ba\u015fka yerlere ta\u015f\u0131nmak i\u00e7in gerekli koruma ve yard\u0131mlara eri\u015fimini zorla\u015ft\u0131r\u0131rken (Hiraide, 2023), iklim g\u00f6\u00e7menlerinin s\u0131kl\u0131kla \u201cg\u00f6\u00e7men\u201d ve \u201cm\u00fclteci\u201d gibi kategoriler aras\u0131nda s\u0131k\u0131\u015f\u0131p kalarak kavramsal ve yasal bir gri alana d\u00fc\u015fmesine neden oluyor. Bu belirsizlik anlamsal anla\u015fmazl\u0131klar\u0131 k\u00f6r\u00fckleyerek h\u00fck\u00fcmetleri iklimle ilgili hareketlili\u011fi kendi merceklerinden yorumlamaya b\u0131rak\u0131yor. Bu da karar al\u0131c\u0131lar\u0131n iklim g\u00f6\u00e7\u00fc meselesini \u00e7o\u011funlukla g\u00fcvenlik tehdidi ya da iklime yerel uyum meselesi olarak \u00e7er\u00e7evelemesine f\u0131rsat tan\u0131yor.<\/p>\n\n\n\n<p>Akademik \u00e7al\u0131\u015fmalar, medya anlat\u0131lar\u0131n\u0131n iklim g\u00f6\u00e7menlerini \u00e7o\u011funlukla ya pasif kurbanlar ya da potansiyel tehditler olarak tasvir etti\u011fini; siyasi anlat\u0131lar\u0131n ise \u2018g\u00fcvenlik tehdidi\u2019 ya da \u2018uyum arac\u0131 olarak g\u00f6\u00e7\u2019 vurgusuna e\u011filimli oldu\u011funu ortaya koymaktad\u0131r. Buna kar\u015f\u0131l\u0131k ara\u015ft\u0131rmalar, sivil toplum kurulu\u015flar\u0131n\u0131n iklim y\u00f6netimini etkileyebildiklerini, uluslararas\u0131 m\u00fczakerelerde savunuculuk yapabildiklerini ve kurumsal \u00e7er\u00e7evelere meydan okuyarak bu dar \u00e7er\u00e7eveli anlat\u0131lara alternatif \u00fcretebildiklerini g\u00f6stermektedir.<\/p>\n\n\n\n<p>\u0130klim de\u011fi\u015fikli\u011finin giderek artan etkileri, zorunlu yer de\u011fi\u015ftirmeleri k\u00fcresel g\u00fcndemin \u00f6nemli bir meselesi haline getirmi\u015ftir. Ancak mevcut anlat\u0131lar, iklim g\u00f6\u00e7menlerini \u00e7o\u011funlukla ma\u011fduriyet veya tehdit \u00e7er\u00e7evelerine s\u0131k\u0131\u015ft\u0131rarak onlar\u0131n \u00f6znele\u015fme imk\u00e2nlar\u0131n\u0131 daraltmaktad\u0131r.
