As\u0131l Kopu\u015f Nerede?"},"content":{"rendered":"\n<p><strong>Asuman \u00d6zg\u00fcr Keysan<\/strong><\/p>\n\n\n\n<p>K\u00fcresel \u00f6l\u00e7ekte i\u015fg\u00fcc\u00fc piyasas\u0131 derin bir d\u00f6n\u00fc\u015f\u00fcmden ge\u00e7iyor. Otomasyon, yapay zeka ve dijitalle\u015fme \u00fcretim s\u00fcre\u00e7lerini d\u00f6n\u00fc\u015ft\u00fcr\u00fcrken, esnekle\u015fme, g\u00fcvencesiz \u00e7al\u0131\u015fma ve k\u0131sa s\u00fcreli s\u00f6zle\u015fmeler \u00f6zellikle gen\u00e7 \u00e7al\u0131\u015fanlar\u0131n \u00e7al\u0131\u015fma hayat\u0131ndaki deneyimleri \u00fczerinde etkili. Bu d\u00f6n\u00fc\u015f\u00fcm bir yandan yeni istihdam alanlar\u0131 yarat\u0131rken, di\u011fer yandan gen\u00e7ler i\u00e7in belirsizli\u011fi kal\u0131c\u0131 hale getiriyor. Tam da bu k\u0131r\u0131lganl\u0131\u011f\u0131n artt\u0131\u011f\u0131 bir d\u00f6nemde sendikalar, gen\u00e7 \u00e7al\u0131\u015fanlarla ba\u011f kurmakta zorlanan kurumlar olarak \u00f6ne \u00e7\u0131k\u0131yor. Bu durum OECD verilerinde de a\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcyor. Sendikala\u015fma oranlar\u0131 uzun y\u0131llard\u0131r gerileyerek 1985\u2019te ortalama %30 iken, 2024-25 y\u0131llar\u0131nda yakla\u015f\u0131k %15\u2019e inmi\u015f durumda (OECD, 2025). T\u00fcrkiye ise, %8,6 ile sendikala\u015fma oran\u0131n\u0131n en d\u00fc\u015f\u00fck oldu\u011fu \u00fclkeler aras\u0131nda yer al\u0131yor.<\/p>\n\n\n\n<p>Gen\u00e7ler a\u00e7\u0131s\u0131ndan tablo daha da \u00e7arp\u0131c\u0131 durumda. D\u00fcnya De\u011ferler Ara\u015ft\u0131rmas\u0131\u2019n\u0131n 2017-2022 T\u00fcrkiye verilerine g\u00f6re gen\u00e7lerin yaln\u0131zca %1\u2019i bir sendikan\u0131n aktif \u00fcyesiyken, %92,5\u2019i herhangi bir sendikaya \u00fcye de\u011fil (WVS, 2022). OECD verileri de gen\u00e7lerin sendika \u00fcyeli\u011fi oran\u0131n\u0131n t\u00fcm ya\u015f gruplar\u0131 aras\u0131nda en d\u00fc\u015f\u00fck d\u00fczeyde seyretti\u011fini ve zaman i\u00e7inde yeti\u015fkinlere k\u0131yasla daha h\u0131zl\u0131 d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6steriyor. Bu tablo \u00e7o\u011fu zaman gen\u00e7lerin bireyselle\u015fti\u011fi, kolektif de\u011ferlere mesafe koydu\u011fu arg\u00fcman\u0131yla a\u00e7\u0131klan\u0131yor. Oysa bu a\u00e7\u0131klama, gen\u00e7lerin \u00e7al\u0131\u015fma hayat\u0131nda kar\u015f\u0131la\u015ft\u0131\u011f\u0131 somut deneyimleri yeterince g\u00f6r\u00fcn\u00fcr k\u0131lm\u0131yor.<\/p>\n\n\n\n<p>Biz, Ankara\u2019da \u00fcniversite mezunu gen\u00e7 \u00e7al\u0131\u015fanlar (25-40 ya\u015f) ve sendika temsilcileriyle y\u00fcr\u00fctt\u00fc\u011f\u00fcm\u00fcz ampirik bir \u00e7al\u0131\u015fmayla, bu zay\u0131f sendikal ba\u011f\u0131 yaln\u0131zca \u201cgen\u00e7lerin ilgisizli\u011fi\u201d \u00fczerinden de\u011fil, kar\u015f\u0131l\u0131kl\u0131 alg\u0131lar ve deneyimler \u00fczerinden anlamay\u0131 ama\u00e7lad\u0131k. Bu kapsamda, gen\u00e7lerin sendikalara nas\u0131l bakt\u0131\u011f\u0131na odaklanman\u0131n yan\u0131 s\u0131ra sendikalar\u0131n gen\u00e7lerin uzak duru\u015funu nas\u0131l yorumlad\u0131\u011f\u0131 \u00fczerine yo\u011funla\u015fan bir \u00e7al\u0131\u015fma y\u00fcr\u00fctt\u00fck. <a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a><\/p>\n\n\n\n<p>Bulgular\u0131m\u0131z, gen\u00e7lerin i\u015fyerinde adaletsizliklerle kar\u015f\u0131la\u015ft\u0131klar\u0131nda ilk etapta bireysel \u00e7\u00f6z\u00fcmlere y\u00f6neldi\u011fini g\u00f6steriyor. D\u00fc\u015f\u00fck \u00fccretler, d\u00fczensiz maa\u015f \u00f6demeleri, i\u015ften \u00e7\u0131kar\u0131lma tehdidi ve y\u00f6netsel bask\u0131lar kar\u015f\u0131s\u0131nda gen\u00e7ler \u00e7o\u011fu zaman y\u00f6neticilerle birebir konu\u015fmay\u0131, i\u015f de\u011fi\u015ftirmeyi ya da sessiz kalmay\u0131 tercih ediyor. Ancak bireysel yollar t\u0131kand\u0131\u011f\u0131nda, dayan\u0131\u015fma ve birlikte hareket etme aray\u0131\u015f\u0131 g\u00fc\u00e7leniyor. Buna ra\u011fmen, bu kolektif aray\u0131\u015f\u0131n sendikalara y\u00f6nelmesi her zaman m\u00fcmk\u00fcn olmuyor. Gen\u00e7ler sendikalar\u0131 potansiyel bir dayan\u0131\u015fma alan\u0131 olarak hayal etseler bile, mevcut sendikal yap\u0131lar\u0131n bu beklentiyi kar\u015f\u0131lamad\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorlar.<\/p>\n\n\n\n<p>Derinlemesine g\u00f6r\u00fc\u015fmeler, sendikalar\u0131n gen\u00e7ler taraf\u0131ndan \u00e7o\u011funlukla hiyerar\u015fik, b\u00fcrokratik ve \u201cge\u00e7mi\u015fe ait\u201d kurumlar olarak alg\u0131land\u0131\u011f\u0131na i\u015faret ediyor. Sendika y\u00f6neticilerinin ya\u015fam tarzlar\u0131 ile gen\u00e7lerin g\u00fcvencesiz \u00e7al\u0131\u015fma ko\u015fullar\u0131 aras\u0131ndaki maddi ve sembolik mesafe, temsil krizini daha da derinle\u015ftiriyor. Bu durum, sendikalar\u0131n adaletsizliklere kar\u015f\u0131 ger\u00e7ek bir dayan\u0131\u015fma zemini sunabilece\u011fine dair g\u00fcveni de malesef zay\u0131flat\u0131yor. Gen\u00e7lerin ele\u015ftirileri yaln\u0131zca kurumsal yap\u0131lara de\u011fil, sendikalar\u0131n kimin ad\u0131na ve nas\u0131l konu\u015ftu\u011funa dair daha geni\u015f bir temsil sorununu da bize g\u00f6steriyor.<\/p>\n\n\n\n<p>\u00d6te yandan sendika temsilcileri, gen\u00e7lerin d\u00fc\u015f\u00fck kat\u0131l\u0131m\u0131n\u0131 daha \u00e7ok esnekle\u015fen i\u015fg\u00fcc\u00fc piyasas\u0131, siyasi bask\u0131lar ve k\u0131sa s\u00fcreli istihdam gibi yap\u0131sal engellerle a\u00e7\u0131kl\u0131yor. Bu tespitler \u00f6nemli olsa da, gen\u00e7lerin sendikalardan beklentileriyle sendikalar\u0131n sundu\u011fu kat\u0131l\u0131m bi\u00e7imleri aras\u0131ndaki uyumsuzlu\u011fu g\u00f6r\u00fcnmez k\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Gen\u00e7 \u00e7al\u0131\u015fanlarla yap\u0131lan derinlemesine g\u00f6r\u00fc\u015fmeler, gen\u00e7lerin sendikalardan esas olarak adil temsil, karar alma s\u00fcre\u00e7lerine dahil olma ve g\u00fcndelik sorunlar\u0131na somut kar\u015f\u0131l\u0131k bulma beklentisi ta\u015f\u0131d\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Sendikalar taraf\u0131ndan sosyal medyan\u0131n \u00e7o\u011funlukla tan\u0131t\u0131m ama\u00e7l\u0131 kullan\u0131lmas\u0131 da gen\u00e7lerin arad\u0131\u011f\u0131 etkile\u015fimli ve yatay ili\u015fki bi\u00e7imlerini \u00fcretmekte yetersiz kald\u0131\u011f\u0131n\u0131 g\u00f6zler \u00f6n\u00fcne seriyor.<\/p>\n\n\n\n<p>Bu tablo, gen\u00e7lerin sendikalara ilgisizli\u011finden ziyade kar\u015f\u0131l\u0131kl\u0131 bir kopu\u015fun izlerini ta\u015f\u0131yor. \u00c7al\u0131\u015fmam\u0131z, sorunun gen\u00e7lerin \u201c\u00f6rg\u00fcts\u00fcz bir ku\u015fak\u201d olmas\u0131ndan \u00e7ok, sendikalar\u0131n gen\u00e7lerin hayat\u0131na temas eden yeni kat\u0131l\u0131m ve temsil modelleri geli\u015ftirememesinde yatt\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7iziyor. Gen\u00e7ler kolektif de\u011ferlere b\u00fct\u00fcn\u00fcyle s\u0131rt\u0131n\u0131 d\u00f6nm\u00fc\u015f de\u011fil, adaletsizlik kar\u015f\u0131s\u0131nda dayan\u0131\u015fma aray\u0131\u015f\u0131ndan hala s\u00f6z edebiliyoruz.
