Haz\u0131rl\u0131klar\u0131 s\u00fcren ve \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te yenisinin \u00e7\u0131kaca\u011f\u0131 bildirilen 2011-2023 y\u0131llar\u0131 aral\u0131\u011f\u0131n\u0131 kapsayan \u0130klim De\u011fi\u015fikli\u011fi Eylem Plan\u0131 isimli belge ise ge\u00e7erlili\u011fini yitirmi\u015ftir. T\u00fcrkiye\u2019nin iklim de\u011fi\u015fikli\u011fine d\u00f6n\u00fck herhangi bir yasa veya y\u00f6netmeli\u011fi de bulunmamaktad\u0131r. Ancak g\u00f6r\u00fcnen o ki bu konulara ili\u015fkin yasa ve y\u00f6netmelikler \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te g\u00fcndeme gelecektir. Yine de T\u00fcrkiye\u2019nin yasa ve y\u00f6netmelik a\u00e7\u0131s\u0131ndan eksikli\u011fi beraberinde baz\u0131 sorular\u0131, sorunlar\u0131 ve sorumluluklar\u0131 getirebilmekte.<\/p>\n\n\n\n<p>&nbsp;T\u00fcrkiye iklim krizinin olu\u015fmas\u0131na neden olan sorunlar\u0131n tam ortas\u0131nda yer al\u0131yor. \u0130klim de\u011fi\u015fikli\u011finin bir kriz haline gelmesinin nedenlerinden olan k\u00fcresel sera gaz\u0131 emisyon toplam\u0131nda T\u00fcrkiye, 209 \u00fclke aras\u0131nda 14. s\u0131rada. Avrupa Komisyonu K\u00fcresel Atmosfer Ara\u015ft\u0131rmalar\u0131 i\u00e7in Emisyon Veritaban\u0131ndan al\u0131nan verilere g\u00f6re T\u00fcrkiye k\u00fcresel sera gaz\u0131 emisyon miktar\u0131 a\u00e7\u0131s\u0131ndan 2022\u2019de t\u00fcm \u00fclkeler aras\u0131nda %1,27\u2019lik bir paya sahip. \u00c7in\u2019in %29,1; Amerika Birle\u015fik Devletleri\u2019nin %11,1; Hindistan\u2019\u0131n %7,3; Avrupa Birli\u011fi\u2019nin %6,6 ve Rusya\u2019n\u0131n %4,7\u2019lik payla yer ald\u0131\u011f\u0131 k\u00fcresel sera gaz\u0131 emisyon miktarlar\u0131nda T\u00fcrkiye\u2019nin pay\u0131 d\u00fc\u015f\u00fck olarak g\u00f6z\u00fckse de 209 \u00fclke aras\u0131ndan 14. s\u0131rada yer almak T\u00fcrkiye\u2019nin k\u00fcresel sera gaz\u0131 emisyon miktar\u0131nda ulusal ve uluslararas\u0131 bir sorumluluk ta\u015f\u0131d\u0131\u011f\u0131n\u0131n g\u00f6stergesidir. Peki T\u00fcrkiye, ulusal ve uluslararas\u0131 sorumlulu\u011funun oldu\u011fu bu alanda sorumlulu\u011fundan kaynaklanan sorunlar\u0131 belirliyor ve \u00e7\u00f6z\u00fcmleri sunuyor mu?<\/p>\n\n\n\n<p>\u0130klim krizine ili\u015fkin T\u00fcrkiye\u2019nin rol\u00fcn\u00fc g\u00f6rebilmek i\u00e7in uluslararas\u0131 ara\u015ft\u0131rma kurulu\u015flar\u0131n\u0131n ger\u00e7ekle\u015ftirmi\u015f oldu\u011fu s\u0131ralamalara g\u00f6z atmak yararl\u0131 olacakt\u0131r. Yale \u00dcniversitesi taraf\u0131ndan haz\u0131rlanan \u00c7evresel Performans Endeksine g\u00f6re T\u00fcrkiye iklim de\u011fi\u015fikli\u011fi politikalar\u0131 a\u00e7\u0131s\u0131ndan 180 \u00fclkenin i\u00e7erisinden 166. s\u0131ray\u0131 alabilmi\u015ftir. \u0130klim de\u011fi\u015fikli\u011fine d\u00f6n\u00fck politikalar bir \u00fclkenin mevcut politikalar\u0131n\u0131 ve bu konudaki mevzuat\u0131n\u0131 i\u00e7erdi\u011finden T\u00fcrkiye\u2019nin konumunun belirlenmesi \u00f6nemlidir. Yine de endekse g\u00f6re k\u00fcresel iklim de\u011fi\u015fikli\u011fi politikas\u0131 puan ortalamas\u0131n\u0131n 41,29 oldu\u011fu d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde T\u00fcrkiye\u2019nin alm\u0131\u015f oldu\u011fu 21,5 puan hayli d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fcd\u00fcr. \u0130lgili raporda T\u00fcrkiye i\u00e7in endi\u015fe veren bir di\u011fer husus da k\u00fcresel olarak iklim de\u011fi\u015fikli\u011fi politikalar\u0131 a\u00e7\u0131s\u0131ndan ortalama 3,01 puan iyile\u015fme mevcutken; T\u00fcrkiye\u2019nin iklim de\u011fi\u015fikli\u011fi politikalar\u0131 son on y\u0131lda 3,20 puan geriye gitmi\u015ftir.<\/p>\n\n\n\n<p>\u0130klim de\u011fi\u015fikli\u011fi politikalar\u0131na d\u00f6n\u00fck bir di\u011fer derecelendirme kurulu\u015fu olan GermanWatch taraf\u0131ndan haz\u0131rlanan \u0130klim De\u011fi\u015fikli\u011fi Performans Endeksi raporuna g\u00f6reyse iklim de\u011fi\u015fikli\u011fi politikalar\u0131 20 puan \u00fczerinden puanlanmaktad\u0131r. Bu endekse g\u00f6re T\u00fcrkiye, de\u011ferlendirme kurulu\u015funun \u00f6l\u00e7\u00fcm ger\u00e7ekle\u015ftirdi\u011fi 61 \u00fclke aras\u0131nda iklim de\u011fi\u015fikli\u011fi politikas\u0131 \u00f6l\u00e7e\u011finde kendisini sonuncu olarak bulmu\u015ftur. T\u00fcrkiye\u2019nin 20 \u00fczerinden 1,07 puan ald\u0131\u011f\u0131 bu raporda Rusya, Japonya, Suudi Arabistan ve \u0130ran gibi birincil enerji arz\u0131n\u0131 fosil yak\u0131tlardan sa\u011flayan \u00fclkelerin yer almas\u0131 T\u00fcrkiye a\u00e7\u0131s\u0131ndan olduk\u00e7a endi\u015fe verici.<\/p>\n\n\n\n<p>Sonu\u00e7 olarak, T\u00fcrkiye\u2019nin k\u00fcresel sera gaz\u0131 emisyonu s\u00fcrecindeki tutumunun; iklim de\u011fi\u015fikli\u011fine d\u00f6n\u00fck politikalar\u0131ndaki eksikli\u011finde g\u00f6rmenin m\u00fcmk\u00fcn olup olmad\u0131\u011f\u0131 sorusu kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. T\u00fcrkiye iklim de\u011fi\u015fikli\u011fi politikalar\u0131na d\u00f6n\u00fck ulusal bir politika belgesini hen\u00fcz olu\u015fturmam\u0131\u015ft\u0131r. 2016\u2019da y\u00fcr\u00fcrl\u00fc\u011fe giren Paris Anla\u015fmas\u0131na 2021\u2019de taraf olan T\u00fcrkiye\u2019nin ulusal bir politika belgesinin haz\u0131rlanma a\u015famas\u0131nda olu\u015fu iklim krizine hangi sorular etraf\u0131nda yan\u0131t arad\u0131\u011f\u0131n\u0131n belirli olmay\u0131\u015f\u0131 sonucunu do\u011furmaktad\u0131r. Bu bak\u0131mdan T\u00fcrkiye, k\u00fcresel anlamda iklim de\u011fi\u015fikli\u011fine ili\u015fkin sorunlar\u0131n akt\u00f6rleri aras\u0131nda yer almaktad\u0131r. Ancak T\u00fcrkiye; iklim krizi konusunda mevzuat a\u00e7\u0131s\u0131ndan herhangi bir d\u00fczenleme ger\u00e7ekle\u015ftirmemi\u015ftir. Nitekim 2011-2023 y\u0131llar\u0131 aras\u0131n\u0131 kapsayan \u0130klim De\u011fi\u015fikli\u011fi Eylem Plan\u0131n\u0131n sonu\u00e7lar\u0131na ili\u015fkin herhangi bir de\u011ferlendirme raporu da bulunmamaktad\u0131r. Bu bak\u0131mdan ilgili bakanl\u0131\u011f\u0131n 2011-2023 y\u0131llar\u0131 aral\u0131\u011f\u0131 kapsayan s\u00fcre\u00e7teki eylem plan\u0131n\u0131n sonu\u00e7lar\u0131n\u0131 a\u00e7\u0131klamas\u0131n\u0131n ve hedeflere ula\u015f\u0131l\u0131p ula\u015f\u0131lmad\u0131\u011f\u0131n\u0131n g\u00f6sterilmesi yararl\u0131 olacakt\u0131r.<\/p>\n\n\n\n<p>K\u0131saca, denilebilir ki T\u00fcrkiye iklim de\u011fi\u015fikli\u011finin bir kriz haline geldi\u011fi \u00fclkelerden birisi olmak \u00fczeredir. \u00d6zellikle afet s\u00fcre\u00e7lerinde bunu g\u00f6rebilmekteyiz. Buna kar\u015f\u0131n, uygulama s\u00fcrecinden ba\u011f\u0131ms\u0131z, hen\u00fcz bir d\u00fczenleme s\u00fcrecine dahi girilmemi\u015ftir.
