{"id":800,"date":"2024-11-18T10:12:24","date_gmt":"2024-11-18T07:12:24","guid":{"rendered":"https:\/\/www.weby.com.tr\/blog\/?p=800"},"modified":"2024-12-04T11:21:11","modified_gmt":"2024-12-04T08:21:11","slug":"ab-turkiye-ve-abnin-donusturucu-gucu-2024-genisleme-paketi-uzerine","status":"publish","type":"post","link":"https:\/\/www.atilim.edu.tr\/manzara-politik\/?p=800","title":{"rendered":"AB, T\u00fcrkiye ve AB\u2019nin D\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc G\u00fcc\u00fc: 2024 Geni\u015fleme Paketi \u00dczerine"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p><strong>G\u00f6zde Y\u0131lmaz<\/strong><\/p>\n\n\n\n<p>Ge\u00e7ti\u011fimiz ay 30 Ekim 2024 tarihinde Avrupa Birli\u011fi (AB) 2024 Geni\u015fleme Paketini ilan etti ve pakette 2024 T\u00fcrkiye raporu da yay\u0131mland\u0131. &nbsp;Rapor T\u00fcrkiye\u2019yi AB i\u00e7in \u00f6nemli bir ortak ve AB\u2019ye aday \u00fclke olarak tan\u0131mlarken demokratik standartlar, hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc, temel haklar gibi alanlardaki gerileme konusunda AB\u2019nin ciddi endi\u015feleri oldu\u011funun alt\u0131n\u0131 \u00e7izdi. 2018 y\u0131l\u0131ndan itibaren kat\u0131l\u0131m m\u00fczakerelerinin duraklama i\u00e7erisinde oldu\u011funu vurgulayan rapor 2016 y\u0131l\u0131 itibar\u0131yla \u00f6ne \u00e7\u0131kan g\u00f6\u00e7 konusunda i\u015f birli\u011finin olumlu sonu\u00e7lar verdi\u011fini belirtti. Raporda belirtilen bu noktalar son y\u0131llarda T\u00fcrkiye-AB \u0130li\u015fkilerinin de bir \u00f6zeti niteli\u011finde.<\/p>\n\n\n\n<p>T\u00fcrkiye 2010 y\u0131l\u0131 sonras\u0131 demokrasi, insan haklar\u0131, hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc gibi AB standartlar\u0131nda ciddi bir gerileme i\u00e7erisindeyken AB bu konular\u0131n alt\u0131n\u0131 \u00e7izmekte fakat yine de pragmatik bir i\u015f birli\u011fi \u00e7er\u00e7evesi \u00e7izerek g\u00f6\u00e7 gibi AB\u2019yi tehdit eden konularda T\u00fcrkiye ile yak\u0131ndan i\u015f birli\u011fi aray\u0131\u015f\u0131nda g\u00f6r\u00fcnmektedir.2000\u2019lerde sivil toplum, temel haklar, az\u0131nl\u0131k haklar\u0131 gibi alanlarda ciddi bir d\u00f6n\u00fc\u015f\u00fcm ge\u00e7iren T\u00fcrkiye sivil y\u00f6netimin g\u00fc\u00e7lenmesiyle Avrupal\u0131la\u015fma s\u00fcrecinden uzakla\u015fm\u0131\u015f ve hatta Avrupal\u0131la\u015fma kar\u015f\u0131t\u0131 bir r\u00fczgara kap\u0131lm\u0131\u015ft\u0131r. 2000\u2019lerin ba\u015f\u0131ndan 2010\u2019lara kadar AB ile ili\u015fkilerde AB norm ve de\u011ferleri \u00f6ne \u00e7\u0131karken, daha sonra ili\u015fkiler g\u00fcvenlik ba\u011flam\u0131nda ele al\u0131nm\u0131\u015f ve g\u00f6\u00e7 gibi konularda i\u015f birli\u011fi \u00f6ne \u00e7\u0131karken demokratik standartlar\u0131n geli\u015ftirilmesi s\u00fcrece feda edilmi\u015ftir. Dolay\u0131s\u0131yla ili\u015fkiler g\u00fcn\u00fcm\u00fczde pragmatik ve k\u0131sa-d\u00f6nem \u00e7\u0131karlara dayal\u0131 olarak s\u00fcrd\u00fcr\u00fclmektedir. Yani 2000\u2019lerin ba\u015f\u0131nda T\u00fcrkiye\u2019de meyve veren AB\u2019nin d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc g\u00fcc\u00fc son y\u0131llarda pragmatik bir i\u015f birli\u011fi hedefiyle yer de\u011fi\u015ftirmi\u015ftir.<\/p>\n\n\n\n<p>AB\u2019nin normlar\u0131n\u0131 g\u00fcvenli\u011fi i\u00e7in fedas\u0131 sadece T\u00fcrkiye i\u00e7in ge\u00e7erli de\u011fildir. Balkanlarda da otokratik liderlerle dans eden AB, Vucic gibi Balkan liderleriyle i\u015f birli\u011fini g\u00fc\u00e7lendirmekte ve g\u00f6\u00e7 gibi konularda bu liderlerin kararl\u0131 ad\u0131mlar\u0131n\u0131 desteklemektedir. Demokratik gerileme ve otoriterle\u015fme r\u00fczgarlar\u0131 ele\u015ftirilirken Balkanlardaki bu liderlerin AB s\u0131n\u0131rlar\u0131n\u0131n bir nevi muhaf\u0131z\u0131 haline geldi\u011fi g\u00f6r\u00fclmektedir. Balkanlardaki demokratikle\u015fme s\u00fcreci de istikrar\u0131 sa\u011flad\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclen \u2018g\u00fc\u00e7l\u00fc\u2019 otokratik liderlerin keyfi y\u00f6netimine b\u0131rak\u0131lmaktad\u0131r.<\/p>\n\n\n\n<p>AB ne kadar bir normlar ve de\u011ferler b\u00fct\u00fcn\u00fcn\u00fc temsil etse de 2020\u2019lerin d\u00fcnyas\u0131nda demokratik ve liberal d\u00fcnya d\u00fczeninin yay\u0131l\u0131m\u0131ndaki \u00f6nemli rol\u00fcn\u00fc kaybetme yolunda ilerlemektedir. Bir zamanlar Orta ve Do\u011fu Avrupa\u2019y\u0131 kendi liberal ve demokratik modeline yak\u0131nla\u015ft\u0131ran ve d\u00f6n\u00fc\u015ft\u00fcren AB \u015fimdi ayn\u0131 b\u00f6lgede Orban gibi liderlerle otokratik r\u00fczgarlar\u0131 kendi i\u00e7erisinde bertaraf etme yolunda m\u00fccadele etmektedir. \u0130\u00e7eride demokratik gerileme dalgas\u0131yla m\u00fccadele eden AB\u2019nin pragmatik yakla\u015f\u0131m\u0131yla d\u0131\u015far\u0131da otokratik liderleri nas\u0131l demokrasinin \u00f6nceli\u011fine ikna edece\u011fi zihinlerde ciddi bir soru i\u015fareti yaratmaktad\u0131r.
