PRINCIPLES AND PROCEDURES

ATILIM UNIVERSITY CALL-BASED RESEARCH SUPPORT PROGRAM (ATÜ-ÇAP) PRINCIPLES AND PROCEDURES

1. PROGRAM, PURPOSE, AND SCOPE

This program aims to support research and/ or development projects aimed at both meeting the needs of Atılım University that may be fulfilled through R&D or problem-solving and developing a new national/ international product/ process/ method/ model to increase the competitiveness of our country.

Calls for research projects within the scope of the ATÜ-ÇAP program are announced by the Directorate of ARGEDA-TTO at the start of each academic year. The calls include a title and a summary on the content.

2. ELIGIBLE APPLICANTS

A) Project Executives: Full-time faculty members of Atılım University holding a doctorate degree may take part as project executives.

B) Researchers: Researchers taking part in project teams must be faculty members holding a doctorate degree, or doctorate or graduate degree program students, affiliated with Atılım University and possessing experience relevant to the project topic.

C) Advisors: For advisors to take part in these projects, the projects must have secondary topics that require specific expertise. The situation must be stated and justified in project proposals. The advisor must be a member of Atılım University with experience relevant to the project topic. Provided that it is justified in the project proposal and approved by the Directorate of ARGEDA-TTO, an advisor who is not a member of Atılım University may be included in a project team.

D) Scholars: Undergraduate or graduate degree program students of Atılım University may participate as scholars in project teams.

3. PRIMARY CRITERIA IN THE EVALUATION OF PROJECT PROPOSALS

  1. The project topic must be aligned with the announced call for support and meet the objective specified therein.
  2. Project proposals are evaluated by the ARGEDA-TTO Executive Board, considering the extent to which they contribute to the goals and objectives of the call program within the framework of established project evaluation criteria. The ARGEDA-TTO Executive Board may seek the opinion of independent reviewers where necessary.
  3. An interdisciplinary approach presented in the project proposal is one of the priority factors.

4. SCHOLARSHIP PAYMENTS OF ÇAP PROJECTS

  1. A maximum of three scholar students may participate in project teams within the scope of a ÇAP project. To be eligible for scholarship payments, students applying for projects must have at least two semesters remaining until graduation, must have completed their student registration by paying the semester fees, and must agree to work on the research project for a minimum of 100 hours during the academic year.
  2. Scholarship payments are made to each student accepted into the project, subject to the project coordinator's approval, in two installments during the academic year if they fulfill their responsibilities regarding project activities.
  3. Students who fail to fulfill their responsibilities regarding project activities will not receive scholarship payments.

5. PROJECT BUDGET, SUPPORT LIMITS AND SUPPORT SCOPE

Project support limits are announced by the Executive Board of the Directorate of ARGEDA-TTO, subject to the approval of the Chairperson of the Board of Trustees, at the beginning of the relevant academic year. Financial support in an amount determined by the Chairperson of the Board of Trustees is provided for projects approved for support. The maximum duration for project support is 12 months.

The maximum budget for ÇAP projects is 300 000.00 TL for the Academic Year of 2026-2027.

  1. Subject to justification within the scope of ATÜ-ÇAP project proposals and approval/ documentation by the Executive Board of the Directorate of ARGEDA-TTO:
    • Project-related machinery and equipment costs are covered.
    • Project-related consumable costs such as materials, tools, experimental supplies, etc. are covered.
    • Project-related software costs are covered.
    • Service procurement costs required within the scope of the project are covered.
    • Transportation and travel costs for local or out-of-town fieldwork conducted within the scope of the project are covered (subject to the limits set by the ATÜ-ÇAP project implementation guidelines).
  2. The project budget must be prepared considering the prices that include the VAT for domestic purchases. For foreign purchases, the FOB value (only in foreign currencies) must be specified.
  3. All expenditure items should be distributed proportionally, not exceeding the project support limit, and should be included in the project budget, with justifications.
  4. Invitation, hospitality, and organization expenses within the scope of the project are not covered.
  5. Participation expenses for events such as conferences, symposiums, or congresses, and travel expenses within the scope of the project are not covered.
  6.  No expenditures may be made for projects under the ATÜ-ÇAP program other than the items stipulated in the subparagraph of Paragraph 1 of this article.

6. OTHER ISSUES

  1. The topics for project calls are determined annually by the Directorate of ARGEDA-TTO based on requirements.
  2. The Directorate of ARGEDA-TTO determines the topics for which project support calls will be issued along with their aims and objectives, as well as call-specific details and matters regarding the evaluation and monitoring process, such as assessing the call program to decide on its continuation or termination or identifying new call topics.
  3. Projects receiving gratuitous support (grants), financial or in kind for execution and completion purposes from other institutions and organizations, in addition to the financial support provided by Atılım University are favored.
  4. Within the same academic year, one may participate simultaneously as an executive on one project and a researcher on another; or as a researcher or advisor on up to two projects; or as a researcher on one project and an advisor on another.
  5. The project output must be delivered in a form suitable for the end user.
  6. All articles, announcements etc. prepared within the scope of the project must include a statement regarding the support by Atılım University.
  7. The project executive bears full responsibility including scientific, technical, legal, financial, and administrative aspects for the approved project.
  8. The Atılım University Directive on Intellectual and Industrial Property Rights applies to any intellectual and industrial property rights arising from the project. Atılım University holds the rights to any product, process, or method subject to commercialization.
