Course Objectives Getting to know the constitutional institutions within the framework of the constitutional amendment, learning the structure and functioning of the public administration in the Presidential Government system implemented since 2018 (June 2018), in this context; A brief history of Turkish public administration, public, public law and basic concepts of public administration, activities of the public, the functioning of the public and private sectors, the implementation of public administration in the parliamentary system and the Presidential government system, the scope and structure of the general government, the structure and scope of the central government and local governments. and their operation, budget systems and the making of budgets, types of expenditures and the basic laws on which they are based, and their examination, implementation, evaluation, learning the auditing procedures of public expenditures, understanding the relationship between public administration and political science, promoting critical analytical thinking, intellectual discussion and lifelong learning. The aim of this course is to develop the ability to act thoughtfully, avoid discrimination, and be sensitive and respectful to different perspectives.
Course Learning Outcomes The students who succeeded in this course;
  • Understands the concept of the constitution, the hierarchy of norms, the constitutional review of the Constitutional Court, the constitutional institutions and their place and functions in the discipline of public administration.
  • Learns the concepts of separation and unity of powers. Understands the basic concepts and operation of the discipline of Public Administration
  • Understand and analyze policy-making processes at the local and national level
  • Understands the place and importance of Central and Local Governments in public administration
  • Learns the preparation and implementation processes of Central and Local government budgets.
